The second edition of Democracy Beyond Elections: A Handbook on Citizens’ Assemblies is now available to download for free.

Around the world, Citizens’ Assemblies are demonstrating what becomes possible when everyday people are given the time, information and opportunity to think together. From climate change to constitutional reform, citizens selected by civic lottery are being asked to deliberate on some of the most significant challenges facing their societies.

Democracy Beyond Elections brings together practical lessons from these experiences, providing political leaders, public officials and practitioners with guidance on how Citizens’ Assemblies can be designed and used well.

Produced by newDemocracy in partnership with the United Nations Development Programme and the United Nations Democracy Fund, the second edition draws on the knowledge and experience of the growing global Democracy R&D network.
